First of all, that would NEVER be permitted here, the laws are crazy strict. If you want to change your last name to something that is already in use you have to ask every single person called that for permission to use their name (or it must be something that's in your family already.)
My grandmother was called Uusitalo before she got married, meaning it is in my family. If you translate the word Uusitalo to Italian it becomes Casanova. When I found this out I thought is was really cool and started checking if I could add Casanova as a second last name. There was no possibility at all of that happening. Casanova is both a name used by other families, and a famous character. It's even illegal to name your kid Blueberry.

Second, stop assuming that just because we can speak a minimum of one additional language, that we would be shit at English! We start studying English regularly between the ages 7 and 8, from then we have 2-3 lessons a week, sometimes 4, until we finish school. Our TV is not dubbed, meaning all the international shows are in their original language, which is actually a really good way to learn use of phrases and pronunciation.
It is ok to say someone Swedish is bad at English, I do it all the time, but to say the reason he is bad is because he is Swedish is just dumb - he is bad because he didn't bother to learn one of the most useful languages in the world, even though it was taught to him for free...

And then, ofc, this man is not Swedish at all...

The guy was a 30 year old NORWEGIAN busdriver... NOT a Swedish one.

And on bigger images of him you can see it clearly: "Norge"
But already on this pic you can see it.
Didn't you note the "N" inside an ellipse on the upper left corner of the card he's holding?
